About the course

This comprehensive course introduces the specialized system used by U.S. government agencies to track, control, and report on the use of congressionally appropriated funds. Unlike private sector accounting, which focuses primarily on profit and loss, federal budgetary accounting emphasizes accountability for public resources and compliance with legal spending authorities.

After completion of this course, participants will:

  • Identify the purpose of budgetary accounting in the federal government
  • Trace the flow of Budgetary Accounting from appropriation to outlay, including the roles of appropriation, apportionment, allotment, commitment, and obligation
  • Identify common budgetary accounts in the US Standard General Ledger (USSGL) and explain their purposes
  • Identify the Statement of Budgetary Resources and explain its relationship to budgetary accounts
